Tell a Friend Program - payout program

We need a programmer to write a simple tell a friend program that giive any user who refer other parent to buddy browser via our FB link or twitter link a flat amount like $5 for any user. These are for users link can be embed in email, any ad, etc.. with a code upon approval page that update that indeed this activations We use PHP/or cold fusion on our end with sql server so simple user reg or reading FB login and address for check and we pay every 2 weeks and user can login and see his stats and update his We call it Buddy Cash - Tell a Friend Cash Program something very simple but effective and no fraud that can happen and good tracking if you suggest something already ready we can plug even better if can work with sql server and PHP or cold fusion
