Wordpress table page in Arabic

I have a wordpress site that is up and running on SQL server (IIS). I have the following database scheme to be created, attached below (diagram1) which is technically straightforward just creating these tables. Second step, read these tables and display them in dropdowns on a page on the wordpress site. Each table has a relationship where a field's id is present in another table. The second dropdown should only be populated when the user chooses from the first dropdown. The third dropdown should only be populated when the user chooses from the second dropdown etc etc. The last table (Files) will be displayed after the user has selected from dropdown in the below list. The user can also filter using the date from and date to fields, or by entering a keyword in the content field or the subject field. A user should be able to view and download the file. Wordpress admin should be able to delete or add a file on that page or a similar page. Check Diagram2 for the preview of the page and how it looks. The table should be styled similar to the theme.
