I can do it BUT using ASP.NET MVC and C#. You will get an ASP.NET MVC WEB PAGE, WEB API that connects to the database (if you need more info about this i can explain to you about REST), your database in sql server (backpack, .bak or sql script). I can create your store procedures but if you want we can use entity framework (microsoft ORM technology). Let me know if you want this project. If you only want VB.NET sorry but I cant help you.
