vb.net client agent to download all files from a azure files share

We require a vb.net client agent that connects to azure files via a connection string and download files to a folder path on the client (local) c:\ or other. There needs to be a config form that allows the saving of registry config paths and azure files details. 1. The client will read the registry of the local path for the Azure files connection string, and share name. 2. The client will read the registry for the local path where files will store locally. 3. The client should poll azure files to check if any new files are to be downloaded. This check should have the capability of being adjusted. the default should be 15 minutes for a check. 4. The agent should not overwrite existing files during user session. 5. Only copy files missing from the local path. 6. Overwrite should only take place if the creation date on the local path is older than the file in azure files. This should work at the machine and user level. Overwrite of old creation dates must be completed at machine boots up *before user login. 7. Any new files added during the user session will copy into the local path specified in the registry. 8. If files are removed from the fileshare they need to be removed from the client on the next reboot. Bandwidth limiting should also be included.
