Need Help To Fully Integrate Stripe With My Woocommerce Website

I'm looking to hire someone to help me to integrate stripe with my woocommerce powered multi vendor marketplace. It's currently already active on my website and works in the following process: Customer purchases item and payment is sent directly to sellers stripe account. An application/selling fee is then sent to me (site owner) in my stripe account. However, I need some custom coding done to allow it to do two things: Currently, when a seller issues a refund to the customer, it does not automatically deduct/refund the application fee paid to me. This is something I currently need to do manually. However, I would prefer that when a seller refunds a customer through their stripe account, the application fee is also automatically refunded via my account. Secondly, I need a way of being able to issue a refund to the customer on behalf of the seller in order to protect customers. For example, if customer pays seller but the item does not arrive, I need to be able to issue a refund on behalf of the seller if the seller is refusing to do so. I'm not even sure if these tasks are achievable or possible but any ideas or advice on solutions to implement from someone with knowledge in this area would be greatly appreciated.
