Simple Code for indentified residence in a gif map

1.- I have a residence Table Data in SQL Server 2.- I have a table of maps (in GIF format), link with the residences. In my program, when I select a Residence, I need a Code that could show each residence map (like a background), and show all neighborhood on it (for example with a black little circle). Therefore we need another little red circle (for each residence) that I can drag over it exactly position over the map.
